Enable Concurrent Self-Manage and HLPT-Managed Ticket Features

The request is to develop functionality that allows the Self-Manage Feature and the HLPT-Managed Tickets option to operate simultaneously. Currently, there seems to be a limitation where activating one feature might disable or conflict with the other. This enhancement should ensure:
AO team can self-manage their account and related settings independently without interfering with HLPT's ability to manage tickets on their behalf.
HLPT should retain full access to manage and oversee tickets effectively, even when the self-manage feature is enabled.
