Custom Code: add an 'upgrade banner/notice' for users not on my highest level SaaS plan

- Only to location Admin users
- Only if not on the highest level subscription tier
I’m imagining an ‘upgrade’ button that displays a popup or takes them to a page that shows a message specific to their plan (i.e. I can customize to tell them what’s included in the next tier up)
